(1) Add 14 UN numbers to Class 2-9 dangerous goods, among which UN 3536 is designated as a lithium-ion or lithium-metal battery pack for installation in freight equipment. This type of battery must be firmly fixed in the internal structure of the cargo transportation device, without the need to attach transportation marks or labels on the surface of the battery, but it needs to be labeled with UN numbers and display boards on both sides.
(2) 5 items have been deleted, 5 items have been added, and 7 special provisions have been revised in the "List of Dangerous Goods". In Special Regulation 388, the UN number of various types of power vehicles and equipment including lithium batteries, sodium batteries, etc. is clearly specified: lithium metal batteries, lithium ion batteries, sodium batteries, etc., hybrid electric vehicles (UN3166) powered by flammable gas or Flammable liquid, lithium metal batteries, lithium ion batteries, sodium batteries, etc., pure electric vehicles (UN 3171) powered by flammable gas or Flammable liquid Lithium metal batteries (UN 3091) installed in the device and lithium-ion batteries (UN 3481) installed in the device.
In addition, the IATA (International Air Transport Association) revised the 59th edition of the Dangerous Goods Transport Rules, and recently issued a revised version, many of which also involve the air transport of lithium batteries. It is understood that the new rules will be implemented from January 2018. The main changes are as follows:
(1) The isolation rules of lithium batteries are added: lithium ion batteries (UN3480, PI965SectionIAorIB) and lithium metal batteries (UN3090, PI968SectionIAorIB) are restricted to be packed in the same outer package with explosives (Class1), ammunition (Division1.4S), flammable gases (Division2.1), Flammable liquid (Class3), flammable solids or self reactive substances, or solid desensitized explosives (Division4.1), and oxidants (Division5.1).
(2) The total number of portable electronic devices carried by passengers or crew members shall not exceed 15, and the number of backup batteries shall not exceed 20. If the number exceeds the above, approval from the airline must be obtained.
(3) It is specified that the height of the UN code number in the lithium battery mark shall not be less than 12mm
In addition, the International Maritime Dangerous Goods Code (IMDGCODE) version 38-16 issued by the International Maritime Organization will also be enforced in China from January 2018. P910 packaging guidelines have been added for lithium batteries that belong to the low production range of SP310, have an annual production capacity of less than 100 units, have not passed the UN38.3 test in the Testing and Standards Manual, and have been transported for testing.
